The device (1) has a longitudinally extending electrical heating medium (13) arranged between a laminar carrier (11) and a cover (12). The cover is designed in a linear manner at sections and arranged at the carrier proximately to the heating medium. The cover with the carrier is connected to a hose-like retainer, in which the heating medium is supported in a partially movable manner. The cover completely covers the heating medium. The heating medium is formed from materials, which are chemically stable at temperatures upto 500 degree Celsius. An independent claim is also included for a method for manufacturing a heating medium.
