PROBLEM TO BE SOLVED: To provide a data distribution device for efficiently executing data distribution without imposing any operation labor on a user and a method for changing a data distribution time.;SOLUTION: This distribution data management part 101 stores data to be distributed, and a use circumstance management part 102 stores information showing the use frequency of a client terminal and a time period when the client terminal is used.
