The device has a disc (2) placed on a support (1) and turning on an axis (3) at 360 degree by action of fingers, where the action permits to position cardinal marks (5) according to its navigation course (8) and the degree of the course while a determining operation is carried out using directional arrows (10). Each mark (5) is represented as a star (7) in a quadrant (6) of the disc allowing a reading of the mark in its original position at a sea. The disk is manually actuated using a cut (11) in the support.
