The device has a functional block (2) with a rear face turned towards a peg (1), and a front face turned opposite to the peg. The peg has a plate (10) provided with openings (11) for fixing the plate to anchoring points of a support e.g. wall, along different configurations. The rear face has an elastically deformable hinge element and a reversible retaining unit (42) for permitting movement of the block with respect to the peg. The block has a continuous lateral wall (23) and a base wall (24) that are connected with each other, where the base wall closes the rear face and covers the peg.
