The device (10) has a pipe (11) whose axisymetric wall (12) defines a fluid passage channel (15). A capturing unit i.e. rotor, captures the part of kinetic energy from fluid i.e. water, traversing the channel. The wall has a leading edge (18) defining a fluid inlet opening (16), and a trailing edge (19) that defines a fluid outlet opening (17). The inlet opening has a section that is smaller than that of the outlet opening. The wall of the pipe defines a divergent shape along a longitudinal direction (X). Independent claims are also included for the following: (1) a kinetic energy capturing system comprising a pipe device (2) a method for locally increasing speed of a fluid flow in an open medium for recuperating the energy.
