The device has a motor (1) or battery for operating a double-effect hydraulic pump (2) supplied by an oil reservoir (3), so as to actuate a double effect hydraulic jack (4). The jack is provided with a mechanical or electronic sensor (5) mounted on an iron bar or toothed rack system (6). The system operates a toothed pinion wheel (9) provided with a free wheel (7) to transform rectilinear system into rotational movement, so as to drive a speed-increasing gear (8) coupled to an alternator or gear-box (10) for producing mechanical or electric energy.
