The device has a caisson defined by partitions (16) whose longitudinal profiles have sub-profiles (20) and/or tip (21) separated by slots. Aerodynamic elements are separated by slots (15). A set of flanges (7) supports the sub-profiles on an incidence. One of the longitudinal profiles associates air flow on a convex side of the sub-profiles at high incidence. A sub-profile and tip aerodynamic assembly is equipped with the flanges and a control brake (3).
