Internet advertisements included in an advertisement pool in groups having a predetermined advertisement number rate 'N,', a predetermined exposure frequency setting value 'Ci' and a correction coefficient. An advertisement providing server provides adverts for a web page and calculates a click through rate (CTR). The server arranges the adverts in descending order of the CTRs. Fees per click may be charged and a discount given to adverts in a higher group, which a user is more likely to select. Refreshed or revisited pages may include different adverts, and this ensures that profits are maximized by choosing adverts that are likely to be chosen, or taking a higher charge for less popular adverts.
