PROBLEM TO BE SOLVED: To prevent third parties acquiring winning betting tickets from being reimbursed unauthorizedly and facilitate identification when change or betting tickets left behind at purchase are returned.;SOLUTION: A betting ticket issuing machine includes an operation part 15 for inputting purchase information and ID information, a printing part 16 for printing the purchaser's ID information coded as well as the purchase information on a betting ticket 30, a reading part 26 for reading the code on the betting ticket 30, a money receiving part 17 for receiving purchase money, and a money dispensing part 27 for dispensing change and redeeming a winning betting ticket 30, so that the winning betting ticket 30 can be redeemed and the change can be returned if ID information input again matches the ID information read from the code.
