PROBLEM TO BE SOLVED: To allow, when a customer purchases a betting ticket utilizing a service ticket, a procedure therefor to be simplified, and allow the time required for issuance of the betting ticket to be shortened, and further allow cost burden on a management operator required for a betting mark card to be suppressed.;SOLUTION: A betting ticket issuing device that issues a betting ticket for a public competition includes: a reading unit that reads a service ticket treated as a betting ticket purchase price of a predetermined amount and having a betting mark box printed thereon; and an issuance unit that issues a betting ticket on the basis of the result of reading of the service ticket by the reading unit.;SELECTED DRAWING: Figure 4;COPYRIGHT: (C)2018,JPO&INPIT
