PROBLEM TO BE SOLVED: To provide a single operation detecting device capable of detecting the occurrence of single operation in each of distributed power supply units while avoiding mutual interference due to active signals even when the variation period of the active signals (reactive power variation signals) of each of the distributed power supply units linked to a system is not known.SOLUTION: Paying attention to the fact that a reactive power variation system varies a system voltage, the system voltage is detected as a system voltage ΔV2 by the single operation detecting device having this system installed in a distributed power supply unit G2, and the variation signal ΔV2 is utilized as a synchronizing signal. In this way, the distributed power supply unit G2 can output an active signal (reactive power variation signal) synchronized with the voltage variation ΔV2 to the system. Also, the distributed power supply unit G2 determines the presence or absence of the active signal (reactive power variation signal) of another distributed power supply unit from the amount of system voltage variation, and properly controls the level of the active signal to be outputted from its own device. Thus, variation necessary for single operation detection is ensured, and the variation in the system voltage is always suppressed to prevent deterioration in power quality.
