PROBLEM TO BE SOLVED: To provide a failure cause analysis system that creates a complete failure cause determination rule including an action phrase from an event log, which can be commonly applied to system failures having the same cause.SOLUTION: The rule creation device in a failure cause analysis system is configured to extract features from a plurality of events which have occurred in a system failure, to cluster the failures based on the features, to create a conditional phrase of a failure cause determination rule from the events when the failures occurred from the same cause included in the same failure cluster, to extract a retrieval keyword from the created conditional phrase, to retrieve a recovery procedure corresponding to the failure cluster, and to combine an action phrase defined as the retrieved recovery procedure with the created conditional phrase to create a complete failure cause determination rule.
