PROBLEM TO BE SOLVED: To provide a reforming catalyst for tar-containing gas which converts crude gas which is generated at the time of thermally decomposing carbonaceous raw materials such as coal and biomass, and contains tar composed of heavy chain carbon hydride or fused polycyclic aromatic carbon hydride, and also, contains a high concentration of hydrogen sulfide, or tar-containing gases e.g. refined gas, to light chemical substances such as carbon monoxide or hydrogen at high performance process and stably, in the presence of catalyst, as well as a method for manufacturing the reforming catalyst and a method for reforming the tar-containing gas.;SOLUTION: This reforming catalyst for tar-containing gas is a composite oxide represented by aM/bNi/cMg/dO. Here, a, b and c meet a+b+c=1, 0.02≤a≤0.98, 0.01≤b≤0.97 and 0.01≤c≤0.97. d is the value at which oxygen and a cationic element become neutral electrically.
