PPROBLEM TO BE SOLVED: To shorten time required to perform migration of a virtual machine even under a situation where the number of users and the amount of use of a service are intensively changed. PSOLUTION: A virtual machine migration control apparatus 1 sets up a migration plan for migrating a virtual machine 8A from a physical machine 7A where the machine 8A is currently running to the other physical machine 7B in response to the migration status of the virtual machine 8A running in the physical machine 7A. The virtual machine migration control apparatus 1 compares the time required to perform the migration in the set-up migration plan with time required to perform the migration in the migration plan of the virtual machine 8A being currently operated, and then, estimates which is completed earlier between the set-up migration plan and the migration plan of the virtual machine 8A being currently operated. A plan performing section 6 performs the set-up migration plan when the finish time of the set-up migration plan is earlier than the finish time of the migration plan of the virtual machine 8A being currently operated, based on the estimation result of an estimation section 5.
