The virtual machine migration control apparatus 1 compares the time required to perform the migration in the set-up migration plan with time required to perform the migration in the migration plan of the virtual machine 8A being currently operated, and then, estimates which is completed earlier between the set-up migration plan and the migration plan of the virtual machine 8A being currently operated. A plan performing section 6 performs the set-up migration plan when the finish time of the set-up migration plan is earlier than the finish time of the migration plan of the virtual machine 8A being currently operated, based on the estimation result of an estimation section 5.
