PPROBLEM TO BE SOLVED: To provide technology of determining a physical machine as a destination of a virtual machine, in consideration of a network status of a virtual machine system, in virtual machine movement. PSOLUTION: A network status information acquisition part 13 acquires information about cost for resetting a path in a network of the virtual machine system necessary in moving the virtual machine calculated for each physical machine as a movement destination candidate of the virtual machine, from a resetting cost calculation part 21. The network status information acquisition part 13 stores the acquired information about the resetting cost into a network status information storage part 14. A VM (Virtual Machine) movement destination determination part 15 evaluates each physical machine as a movement destination candidate of the virtual machine by use of resource status information stored in a resource status information storage part 12 and the information about the resetting cost stored in the network status information storage part 14.
