PROBLEM TO BE SOLVED: To solve the problem with a conventional method, wherein planning and implementation states of budgeting, funding and investment presented to users only in figures and comparison values, and messages to users limited to input process errors, which do not express actions, lead to variations in understanding and do not serve as express action proposals from a system.;SOLUTION: For financially essential budgeting and implementation management, a mechanism is provided for associating "alert" standards with messages in Japanese, English or Chinese that all members are ready to understand uniquely and for quickly proposing express financial actions to be taken in the form of action reports. Flexible inquiry authority control provides significantly increased financial transparency to significantly contribute to internal control. The method can thoroughly exclude professional defects and negligence, and planning defects and corruption to stabilize business continuity.
