PROBLEM TO BE SOLVED: To provide: a target distribution conversion device for a blast furnace-charged material that converts a target charged material distribution into a distribution taking actual operation conditions of a blast furnace into consideration when the target charged material distribution is given during operation of the blast furnace; a target distribution conversion method for the blast furnace-charged material used for the device; and a target distribution conversion program for the blast furnace-charged material.SOLUTION: The conversion method is used for converting the charged material distribution as a distribution of layer thickness ratios of an ore layer and a coke layer, stacked alternately at a furnace top part of the blast furnace, at respective positions of a predetermined radius. The conversion method is characterized by acquiring amounts Vo and Vc of charging of ore O and coke C into the blast furnace for each batch, acquiring a target distribution F2(x) as the target charged material distribution during the operation of the blast furnace, and converting the target distribution F2(x) so that a distribution shape of the target distribution F2(x) resembles a distribution shape when the target distribution F2(x) is acquired and matches the respective acquired amounts of charging of the ore O and coke C.
