PROBLEM TO BE SOLVED: To provide a camera management server for attaining a crime prevention service system which complements safety of a user who is out of a service range of crime prevention service.;SOLUTION: The camera management server connectable to a portable terminal 2 which has a position notification function for transmitting position information and a situation recording function for recording and transmitting surrounding situations, and a monitoring camera 3 via a network 4, includes: a camera information storage part 5 which stores an installed position of the monitoring camera 3 and camera information including information showing a photographing area; an out-of-service determination means 6 which determines position relation between the portable terminal 2 and the photographing area of the monitoring camera 3 on the basis of the position information transmitted from the portable terminal 2 and the camera information stored in the camera information storage part 5; and a data transmitting part 7 which transmits a start signal for starting the situation recording function to the portable terminal 2 when the out-of-service determination part 6 determines that the portable terminal 2 does not exist in the photographing area of the monitoring camera 3.;COPYRIGHT: (C)2011,JPO&INPIT
