PROBLEM TO BE SOLVED: To enhance the versatility to install a base station by making an appearance thereof suitable for an environment of an installation location thereof.;SOLUTION: A utilization management server 20 generates utilization information of the base station appearance including a utilization environment and utilization conditions on the basis of base station management information including design information and periphery information of the base station in wireless communication (step A3). The utilization management server 20 provides the utilization information (step A5). The utilization management server 20 inquires a utilization content of a user terminal 30 through which the utilization of the base station appearance has been ordered (step A9) to acquire a detailed utilization content (step A10). A base station management server 10 updates the design information of the base station on the basis of the acquired utilization information (step A13).
