PROBLEM TO BE SOLVED: To improve the quality of a business application and to shorten a design time for completion.SOLUTION: An application dominant control framework system includes base class control parts 111 to 114 and 211 to 214 for performing the control of respective framework base classes corresponding to classes of respective layers in the business application and a control rule storage part wherein control rules A to D corresponding to framework base classes corresponding to respective layers in the business application are stored. The application dominant control framework system performs: processing of, in response to a request for instantiation in a class of a coordinate layer from application class control parts 115 to 118 and 215 to 218, generating instances in lower layers in accordance with a control rule corresponding to a class in a layer coordinate with a layer of an instantiation request source and providing the generated instances for control of classes in lower layers; and processing of instructing the application class control parts to perform the control in the class provided with the instances.
