PROBLEM TO BE SOLVED: To provide a coating liquid for forming a primer layer which has excellent ultraviolet absorptivity, keeps excellent adhesiveness with a transparent plastic base material or a hard coat layer to improve outdoor durability and is excellent in storage stability; and also to provide a zinc oxide dispersion or the like applicable to preparation of the coating liquid.;SOLUTION: The zinc oxide dispersion includes a solvent and coated zinc oxide fine particles which has a primary particle size of ≤100 nm and is prepared without removing the solvent by charging a silane compound composed of silicone resin in a mill base comprising a powdery raw material of zinc oxide and the solvent, crushing the powdery raw material of zinc oxide and coating the crushed zinc oxide fine particles with the silane compound by using a wet type medium agitating mill. The dispersion further includes a methoxysilane compound.
