PPROBLEM TO BE SOLVED: To provide a coal modification method for modifying a coal at low cost. PSOLUTION: The method for modifying a coal comprises: a mixing step 13 of mixing coal containing water with a non-hydrogen donor solvent; a heating and compression step 14 of pressurizing and heating the mixture with water and the non-hydrogen donor solvent; and a first separation step 15 of separating a first liquid phase component in which a soluble component of the coal and the water of the coal obtained in the heating and compression step 14 are dissolved in the non-hydrogen donor solvent from a coal R which is undissolved in the non-hydrogen donor solvent.
