PROBLEM TO BE SOLVED: To produce upgraded coal having excellent coke strength improving effect and upgraded coal having excellent combustion performance.SOLUTION: The method for upgrading low-grade coal comprises mixing of a low-grade coal comprising subbituminous coal or steam coal with a non-hydrogen-donating solvent, heating of the mixture of the low-grade coal and the non-hydrogen-donating solvent under pressure to form an insoluble component of the low-grade coal and a first liquid phase component containing the soluble component of the low-grade coal dissolved in the non-hydrogen-donating solvent, and separation of the insoluble component and the first liquid phase component.
