PROBLEM TO BE SOLVED: To allow a user to easily recognize whether a patient is a beneficiary of public funds.SOLUTION: An acquisition part 32 refers to a storage device 40 which stores disease name codes and a matching ratio (disease name matching ratio) of persons corresponding to a disease name among persons who receives public expense, by using a public expense system (a law) corresponding to the disease name codes, in association with each other, to acquire a disease name matching ratio between a disease code and the patient. Using the disease name matching ratio acquired by the acquisition part 32, an output part 34 outputs information whether the patient is a candidate of a beneficiary of public funds.
