PROBLEM TO BE SOLVED: To allocate the type of materials and the amounts of production to each production base so as to minimize the surplus amounts of production of the type of materials.;SOLUTION: A first calculation section 12 calculates the amounts of production of the type for each material at each production base, on the basis of the target amounts of production of the type of each material and the unit amounts of production at each production base in each allocation scheme, and calculates the total amounts of production at each production base from the calculated mounts of production of each type of material. A second calculating section 13 calculates the surplus amounts of production at each production base, on the basis of the total amounts of production at each production base calculated by the first calculating section 12 and the target amounts of production of the type of materials allocated at each production base, and calculates the total value of the surplus amounts of production of each allocation scheme from the calculated surplus amounts of production.
