PROBLEM TO BE SOLVED: To allow appropriate arrival sequencing and the use time assignment of runways while collateralizing fairness that air vehicles are allowed to land in an arrival order.;SOLUTION: An air vehicle sequencing system includes: a reference arrival time calculation means which calculates arrival times on the basis of flight plans and the flight information of air vehicles; an arrival order rule sequencing means which determines an arrival sequence in the order of arrival times; a first evaluation value calculation means which calculates an evaluation value from an evaluation function including an influence of errors of the arrival times on the basis of the sequence determined by the arrival order rule sequencing means; and an assignment termination determining means which determines whether or not arrival sequencing and the use time assignment of runways should be terminated by comparing the evaluation value calculated by the first evaluation value calculation means with an threshold.;COPYRIGHT: (C)2011,JPO&INPIT
