PPROBLEM TO BE SOLVED: To provide an apparatus for controlling ruminants, which detects lower jaw movements following actions of intake, rumination, water drinking, or the like, by a simple constitution and easily sends out a message to the outside, a system for controlling ruminants and a method for controlling ruminants. PSOLUTION: The apparatus for controlling ruminants, which controls actions of ruminants, includes a bent sensor 1 that is attached to a peripheral part of a ruminant mouth and outputs signals in response to a bent amount caused by ruminant jaw movements following actions of intake, rumination, water drinking, or the like, and a transmission part 16 for sending data based on signals output from the bent sensor 1. A wiring 9 connecting the bent sensor 1 to the transmission part 16 is covered with a cover pipe 3 and a halter is formed by the bent sensor 1, the transmission part 16, the wiring 9 and the cover pipe 3.
