PPROBLEM TO BE SOLVED: To achieve the abbreviation of free lime removal treatment including aging treatment, and to reduce the problem of cracks while utilizing the characteristics of steelmaking slag. PSOLUTION: Steelmaking slag produced by a steelmaking step is acquired (S1), the acquired steelmaking slag is immediately crushed without performing free lime removal treatment (S2). Then, the steelmaking slag crushed in the crushing step in the S2 is subjected to grain size adjustment for the fine aggregate (S3), thus the fine aggregate applicable to a hydration hardened object is perfected.
