PPROBLEM TO BE SOLVED: To provide a transparent film excellent in the scratch resistance of the back and a surface protective film having the transparent film. PSOLUTION: The transparent film 10 includes a base material layer 12 made of a transparent resin material and a back layer 14 which is formed on the first surface 12A of the base material layer 12 and has a thickness of 1 m or below. In the transparent film 10, the break starting load of the back layer 14 in a scratch test is at least 50 mN, and the friction coefficient of the back layer 14 is 0.4 or below.
