PROBLEM TO BE SOLVED: To easily form, at site, an access to a groove formed on the lower surface of a boundary block.;SOLUTION: Boundary blocks 1A, 1B on the lower surfaces of which grooves 3 are formed over the entire lengths, respectively, are linearly arranged on a ground, an internal body 5 is fitted into the grooves 3 of the blocks adjacent to each other in the longitudinal direction, and the interval between the boundary blocks is specified by a first intervening member 6 provided to the outer peripheral surface of the internal body 5. A through-hole formed so as to correspond to the first intervening member 6 is provided to the internal body 5.
