PPROBLEM TO BE SOLVED: To provide an indoor wireless communication system, capable of achieving an optimal operation configuration for each user, and also capable of reducing a processing load for ensuring the radio quality, without carrying out periodic measurement and determination of the wireless power for each lapse of a predetermined time. PSOLUTION: A discrete cell control portion that controls the wireless power for each discrete cell divided into a plurality of femtocells in response to a direction of radio wave emitted from a directional antenna 11 of a femtocells base station 10 restricts a region covered by the radio wave of the directional antenna 11 to a range of the indoor discrete cell where a mobile terminal for which indoor communication is allowed was present in the past. Further, the discrete cell control portion extracts the wireless power of the radio wave optimal to the mobile terminal in the moved discrete cell from the past wireless powers for the respective mobile terminals recorded in units of discrete cells at an individual data management portion when a mobile terminal monitoring portion detects that the mobile terminal has moved to the discrete cell, and the extracted wireless power is determined.
