PPROBLEM TO BE SOLVED: To design adjacent cell information in consideration of an overlapped area to be observed only at high stories of a building. PSOLUTION: An overlapped area estimation part 106 estimates an overlapped area where radio wave of an object cell and radio wave of a candidate cell overlap in an area in which a mobile terminal is assumed to be present, based on radio wave intensity information indicating the radio wave intensity of radio waves of a plurality of cells at a plurality of receiving points. An adjacent determination part 107 determines that the candidate cell is the adjacent cell when the size of the overlapped area estimated by the overlapped area estimation part 106 is larger than a predetermined threshold.
