PPROBLEM TO BE SOLVED: To enable appropriate interchange of power when an accident occurs or an operation is performed in a smart grid or a micro grid. When an accident occurs in a system, an emergency power interchange procedure generation unit 41 generates an interchange procedure for matching the total amount of the output of power generation of each dispersed power supply with the total amount of load of each demand facility using at least the following information: information acquired by the measured value monitoring unit 32 and information managed by the customer information management unit 33.
