PPROBLEM TO BE SOLVED: To enable appropriate interchange of power when an accident occurs or an operation is performed in a smart grid or a micro grid. PSOLUTION: A measured value monitoring unit 32 acquires information indicating the present amount of the output of power generation of each dispersed power system and information indicating the present amount of load of each demand facility. A customer information management unit 33 manages information indicating the rated generation capacity and the adjustable amount of the output of power generation of at least each dispersed power system, information indicating the amount of contract demand and the adjustable amount of load of each demand facility, and information indicating the priority of each demand facility for determining a demand facility whose amount of load is to be adjusted. When an accident occurs in a system, an emergency power interchange procedure generation unit 41 generates an interchange procedure for matching the total amount of the output of power generation of each dispersed power supply with the total amount of load of each demand facility using at least the following information: information acquired by the measured value monitoring unit 32 and information managed by the customer information management unit 33.
