An abnormal-time accommodation routine creating unit (41) creates, when there happens to be an accident within the system, an accommodation routine for making the total amount of power generation output of the distributed generators match the total amount of load of the customer facilities, using at least information obtained by the measurement value monitoring unit (32), and information administered by the customer information management unit (33).
