PROBLEM TO BE SOLVED: To provide a security map creation method that discloses real-time information that suits to conscious and ownership of local residents.;SOLUTION: A portable terminal 10 carried by a local resident generates and transmits a transmission signal based on a position information signal obtained from a signal from a GPS reception part 102, information data on security input by user input operation, and data from a camera 108. The data transmitted from the portable terminal 10 is received by and stored in a data server 30 via the Internet 50.
