PPROBLEM TO BE SOLVED: To provide a system and a method capable of changing a weight in a correlation degree between manuals, and capable of changing a content of a link and an order thereof. PSOLUTION: In this individual handbook preparation system for preparing an individual handbook having an electronic manual necessary for work, and for transmitting the individual handbook to a client equipment 21 connected via a network 3, a manual management server 11 has a function for extracting a work content and a working time from a work schedule database 13, a function for determining the correlation degree between the plurality of electronic manuals used within the extracted working time, a function for imparting the link in an related electronic manual portion, using the correlation degree stored in a manual correlation degree database, when preparing the individual handbook, and a function for changing the weight in the correlation degree, based on a using time of the link of the handbook in the client equipment 21.
