PROBLEM TO BE SOLVED: To reduce a header code amount while maintaining the image quality of a coded image in the coding of prediction mode information.;SOLUTION: In this prediction mode information decoding device, an intra prediction part 101 detects a prediction mode in which prediction images become identical between different prediction modes. When there are prediction modes in which prediction images are identical, one prediction mode is selected among the prediction modes in which the prediction images are identical according to a predetermined priority, unused numbers are attached to the rest prediction modes, the number of effective prediction modes is degenerated, and a prediction mode in which coding cost is minimum among them is selected to perform prediction.
