PROBLEM TO BE SOLVED: To adapt a block error correction code without depending on communication systems of a transmitter and a receiver in a packet switched network.;SOLUTION: The present invention has an error correction coder and an error correction decoder. The error correction coder discriminates an error correction encoding target packet and a non-target packet, generates an error correction code packet by converting the error correction encoding target packet into a form to which an error correction code can be applied, performs parity generation of the error correction code packet, and sends the error correction code packet and the non-target packet to a network. The error correction decoder discriminates the received packet into the error correction code packet and the non-target packet other than it and buffers the error correction code packet, performs error correction based on a position of a packet lost from the error correction code packet, reproduces the original target packet while excluding the error correction code packet that can not be error-corrected, and sends the target packet and the non-target packet.;COPYRIGHT: (C)2012,JPO&INPIT
