PROBLEM TO BE SOLVED: To stably detect the damage of a banknote in spite of change in a transmission light amount due to a cause other than stain. SOLUTION: A damage judgement area where folds are concentrated is extracted from the picture of the banknote obtained by a picture obtaining part and, then, the density is converted. A damage area is calculated from the total number of damage points in the damage judgement area with the converted density and also weighting is performed in the damage points of the fold positions in the density-converted damage judgement area. Then a damage degree is calculated from the damage area and the weighting result.
