PPROBLEM TO BE SOLVED: To provide a communication system between a ground station and an on-board station which prevents interference even when ground station antenna devices are closely provided. PSOLUTION: The communication system between an ground station and an on-board station performs communication between a plurality of ground station antenna devices and on-board stations. When it is determined that priority is given to communication between a specific ground station antenna device and an on-board station which communicates with the ground station antenna device, the communication system detects whether or not communication between a low-order ground station with low priority and a low-order on-board station which communicates with the low-order ground station affects communication between a high-order ground station antenna device with high priority and a high-order on-board station which communicates with the high-order ground station antenna device. When the communication between the low-order ground station and the low-order on-board station affects the communication between the high-order ground station antenna device and the high-order on-board station, the low-order ground station antenna device does not operate.
