To improve frequency utilization efficiency, in a radio communication system where each ground station communicates with an on-board station at multiple frequencies by using multiple ground station antennas.SOLUTION: Ground station antennas 300-1, 300-2 can communicate with an on-board station 400 at transmission frequencies f1, f2. A ground station 100 includes a control section for controlling to stop transmission from the ground station antenna 300-2 and transmit signals from the ground station antenna 300-1 at the transmission frequencies f1, f2 when the on-board station 400 exists in a communication area of the ground station antenna 300-1 and does not exist in a communication area of the ground station antenna 300-2, and to stop transmission from the ground station antenna 300-1 and transmit signals from the ground station antenna 300-2 at the transmission frequencies f1, f2 when the on-board station 400 exists in the communication area of the ground station antenna 300-2 and does not exist in the communication area of the ground station antenna 300-1.SELECTED DRAWING: Figure 2
