PPROBLEM TO BE SOLVED: To provide an on-vehicle navigation system for guiding a route so as to avoid danger. PSOLUTION: A server includes: a vehicle information receiving unit 13 for receiving vehicle information from a vehicle; a road network control unit 8 for specifying the surrounding part of the vehicle in a map database 7 based on the vehicle information; a hazard map control unit 10 for specifying a surrounding area flood hazard map which is the map of the surrounding part of the vehicle in the flood hazard map 9; a weather information memory unit 6 for storing the weather information delivered; a dangerous area extraction unit 12 for extracting a dangerous area based on the weather information in the weather information memory unit 6; a safe driving assisting data generation unit 11 for generating safe driving assisting data including the dangerous area information; and a safe driving assisting data transmission unit 14 for transmitting the safe driving assisting data to the vehicle.
