At least being the system and the method of expecting the file size of the picture which is converted by the modification and scaling of one quality control parameter, the input section receives the scaling factor which is utilized information at least concerning one which is utilized (a) file size of the picture before the image transform, (b) concerning at least one quality control parameter of the picture before the image transform information, (vis-a-vis the picture at the time of c) image transform quality control parameter, and (d) vis-a-vis the picture at the time of image transform. Relative size expectation is calculated on the basis of quality control parameter information and the scaling factor which are received. Finally file size of the picture after the image transform is calculated graphics file size before the image transform as a function of the relative size expectation which was calculated.
