PPROBLEM TO BE SOLVED: To enable the measurement of the salinity and water temperature of a marine surface layer using data obtained by a marine radar. PSOLUTION: A variation S' between the effect of waves in a standard time period on received power RSISB0/SB' and the effect of waves in a measurement time period on received power RSISBm/SB' is estimated. A variation s' between the effect of waves in the standard time period on the received power RSISB0/SB' and the effect of waves in an electrical conductivity fluctuation time period on received power is estimated.
