PSOLUTION: A ratio of exhaust heat recovery rates of (actual exhaust heat recovery rate)/(designed exhaust heat recovery rate), and a leakage rate of (amount of air leaked from heat exchanger for heating combustion air)/(total amount of air supplied to heat exchanger for preheating combustion air), are determined, and the maintenance and repair time of the heat exchanger for preheating the combustion air is determined when the ratio of exhaust heat recovery rates is a prescribed value or less and/or the leakage rate is a prescribed value or more, thus reduction of heat exchange amount due to attachment of dust can be observed on the basis of the ratio of exhaust heat recovery rates, the degradation of a heating capacity due to the leakage of the combustion air can be observed on the basis of the leakage rate, and the maintenance and repair time in accompany with the degradation of performance of the heat exchanger 8 single body for preheating the combustion air can be properly determined on the basis of both.
