PPROBLEM TO BE SOLVED: To provide a cement admixture and a cement composition, each of which has high water-reducing properties (dispersibility), also has both early strength development performance and fluidability-maintaining performance, and enables the further improvement in productivity and workability in fields in which the cement admixture or the cement composition is used. PSOLUTION: The cement admixture comprises a polycarboxylic acid copolymer, wherein the polycarboxylic acid copolymer comprises a constituent unit derived from an unsaturated polyalkylene glycol ether monomer, a constituent unit derived from an unsaturated carboxylic acid monomer, and a constituent unit derived from an ester-type unsaturated monomer.
