PPROBLEM TO BE SOLVED: To solve the problem that it is impossible to appropriately evaluate communication quality in a reception environment of a receiving signal when a direction of a reception antenna is adjusted. PSOLUTION: A receiving signal including a pilot signal is acquired; a plurality of pilot signals transmitted by the receiving signal at different times are acquired; noise power in the reception environment of the receiving signal is acquired; theoretical performance of an error rate with respect to a signal communication quality is acquired; power of the noise when an estimated error rate calculated on the basis of communication quality of each pilot signal and the theoretical performance when each of the plurality of pilot signals includes a specific power noise becomes a prescribed limit error rate is acquired as limit noise power; and quality margin showing the degree of margin from the environmental noise power to the limit noise power is acquired.
