PPROBLEM TO BE SOLVED: To improve the estimation precision of the remaining life using an internal resistance measured value. PSOLUTION: An internal resistance measuring means 11 measures the internal resistance of a storage battery 3 periodically with a prescribed interval, while making memorize in an internal resistance memory means 12 with the measured day and time. A degradation determination means 14 determines the degradation condition of the storage battery based on the internal resistance data while eliminating the measured data within the prescribed interval after discharging the storage battery 3 from the measured value of the internal resistance measured by the internal resistance measuring means 11.
