As for the device of this invention, the turbulent air jet which flows out from the air discharge road (3) eddy structure inside being the device which (5) is controlled, as for this device, it is constituted the needle of 1 where it is connected to alternating current volts source pair by (1) at least, generates the corona discharge of pulse condition between this needle. As for one side of the needle, paralleling to the flow, it is arranged, another side of the needle is arranged in the direction which crosses the flow, generates the resonance effect of corona discharge of pulse condition vis-a-vis eddy structure. As for method of this invention, being the method of controlling the eddy structure inside the turbulent air jet, the needle of 1 where it is connected to alternating current volts source pair, generates the corona discharge of pulse condition at least between the needle.
