PPROBLEM TO BE SOLVED: To obtain a tyrosinase activity inhibitor by finding a substance having tyrosinase activity inhibitory action from natural products and using the substance as an active ingredient, a bleaching ingredient and a skin cosmetic. PSOLUTION: The tyrosinase activity inhibitor or the bleaching ingredient comprises an extract of Phaseolus atropurpureus. The skin cosmetic comprises an extract of Phaseolus atropurpureus.
